She is a 45 pound border collie. I think it couldn't be more than a dime size - it dripped from where I was working on my lawn mower.

Ok. I would hope that this situation isn't going to be a bad one. WD 40 is oil and it is a GI irritant. It can cause decent stomach upset if enough was ingestion. It can also cause loose stools too depending on how much is consumed. Basically if vomiting starts up, then that needs to be addressed. For her size, that small amount would seem to be that much to cause vomiting.

Should I give her a little kibble or some bread or rice?

Giving a little food may help to get some bulk to the stomach content and dilute it out some. I think a small amount of her regular food would be best.
