No, Bonnie, there isn't nearly enough chocolate in that cookie to intoxicate a 7 lb dog. For example, it would take a full 7 ounces of solid milk chocolate to intoxicate a 7 lb dog with the theobromine in chocolate. As with ingesting anything unusual transient gastrointestinal distress in the form of inappetence, vomiting and/or diarrhea can arise but Chloe wasn't harmed.
