It sounds like his anal glands may need to be expressed. This would be the first thing I would look into. A groomer or veterinary technician are able to provide this service for you.

When the anal glands become full, this can become uncomfortable or irritating to a dog and then they scoot their butts along the floor/carpet in attempts to express the material out themselves.
