My female is pregnant and her temperature dropped to 98.3 this afternoon but was at 100.1 this morning at 7. Now it's back to 100.9 and it's 10pm, is she in labor?

Not necessarily, Korey. The body temperature is only a rough and unreliable indicator of the onset of labor. It is a bit worrisome, however, if Athena's temperature readjusts to over 100F but no pup is born within 4 hours of that happening. That can be an indicator of dystocia - difficult birth. How is she doing otherwise, please?
