I am sorry to hear you are worried about Seamus scratching. Where does he scratch: back, face, ears, feet? Are any parts of his skin red, inflamed, any scabs, etc.?
Scratching can be from allergies; either environmental allergies or food allergies.
Other parasites besides fleas can cause scratching, such as microscopic mites. If he had mites, I would expect he would have areas of hair loss.
Do you use a flea product? Some dogs become so sensitive to fleas, that they react to just one or two, so they can be flea allergic even if you are not seeing fleas. The first thing I recommend in any itchy dog in the summer is to use a good flea produce even if no fleas are seen.
