My 13 year old dachshund can not keep anything in his tummy.

My 13 year old dachshund can not keep anything in his tummy. This started with him throwing up water last evening it is now yellow bile, I offered him water and minutes later it's up, he has mucus and dark diarrhea he has a fever of 104 since 3am this morning. Has 0 interest in eating and is weak.

Customer: Not to my knowledge he stays inside most of the time but can go out anytime during the day
