Pragmatically speaking, you're necessarily constrained to taking over mom's job by bottle feeding and keeping this pup warmed in a 90F environment. I don't know what the mechanism would be for a "swollen" tongue at such a young age. I do see an overly large tongue as a congenital defect occasionally, however. Please respond with further questions or concerns if you wish.
