My dashund suddenly developed a cough late Sun night which has progressed to very rapid shallow breathing and now today he's urinating blood. He has still been eating and drinking but today is when it took a turn for the worst.

Coughing and hematuria (blood in the urine) aren't necessarily related to the same disorder but could result from bleeding into his lungfields as well as bleeding into his urine as can be seen with thrombocytopenia (low blood platelets) or an anticoagulant rodenticide poisoning. Roscoe needs to see a vet at your earliest convenience as such bleeding can be life threatening. His tachypnea (increased respiratory rate) indicates severe respiratory compromise.
