I just noticed it a few days ago while bathing him.
It does not seem to be bothering him
The lump is below the skin. Feels like the bulbils? Area at the base of his penis

Friend, there is no reason to be embarrassed, always best to double check. But, as you suspected it sounds like the swelling you were seeing is the bulbis glandis which is erectile tissue of the penis in male dogs, this is normal.
