I would be checking for a wound, or a foreign body imbedded between the toes, an infection or a torn nail close to the nail bed if I could examine him.

Is he putting weight on that foot, or is he limping? You can try warm Epsom salt soaks, and applying a topical antibiotic like Neosporin.
