This is a common problem, particularly in long haired small breed dogs.
There is a prescription product called Tylan (tylosin) which clears up tear staining very effectively.
This used to be available OTC in products like Angel Eyes, but the FDA has restricted the sale of these products. It will only be available through your veterinarian now.
You will need to request it from your regular vet - it is a low dose of an antibiotic, so they may not feel comfortable with that. The concern would be that long term use of an antibiotic could encourage antibiotic resistant bacteria.
