If this is a reaction to something ingested or that bit her I would not advise tetracycline. There is no use for it in this scenario and in a young dog it can cause the adult teeth to erupt yellow which is non reversible

You can double the benadryl if needed but unfortunately if the benadryl is not helping with the baths then the only treatment that will be effective is steroids so you may have to consider a veterinary er visit to get her comfortable
Typically if 1 mg/ pound benadryl hasn't made a difference within 30-60 minutes then steroids are going to be warranted to control her symptoms
