My dog is pacing, not drinking much, was acting constipated

My dog is pacing, not drinking much, was acting constipated but did finally go. Feces wasn't particularly hard or soft, no blood or anything I could see. He won't lie down, keeps pacing, laps up a little water, then paces again. Normally he ignores water til he wants it, then drinks a lot, then ignores it for a long time again. Breathing harder than normal. Tongue color seems good. Focus seems good. He's 13.5 and hasn't had any issues except he overheated once this summer, but that was months ago. Temp around 60 degrees right now. He's a fixed male lab/golden mix, about ~75 pounds. What should I do???
