It sounds like she has some allergies and secondary vaginitis. This is not too uncommon in dogs. If you want to work it up fully, I'd get allergy testing done with a dermatologist. They can then do Immunotherapy to get it under control. Here's a nice link on how that works:
If you just want to manage it symptomatically, you can give Benadryl at home for the itching. The dose in dogs is 1-2 mg per lb body weight. It can be given every 6-8 hours, as needed. You can also use a topical ointment with a steroid to help with the inflammation. You could get this from a vet or something with Prednisone or Dexamethasone over the counter.
