Hello.

It sounds like your dog has impacted anal glands. These can be easily emptied manually by someone who knows what they're doing. This can be done by a vet, a technician or a groomer. Any scooting signs should resolve soon after emptying them. This is not an emergency, but I'd try to have someone do it tomorrow.
