You're describing postural repetitive myoclonus (tremors) - the episodic form - which is exhibited by a high-frequency "yes" or "no" movement of the head and is often confused with partial seizures. These can arise after being intoxicated by a drug, chemical, or insecticide, be idiopathic (unknown cause), or be immune-mediated and thus corticosteroid (prednisone, e.g.)-responsive.
