The fluid sound in the lungs could be true respiratory disease or it could be non-respiratory. Respiratory causes would be: pneumonia, aspiration, bronchitis, collapsing trachea or upper airway disease. Non-respiratory include heart disease, heartworm infestation and acidosis.
I would start with an exam and chest x-rays. That rules in or out the majority of the causes. If that is normal, then bloodwork may point to some type of metabolic disease that leads to acidosis and secondary respiratory signs.
