My dog has a small tick attached to his lower eyelid. I've tried to get tweezers around it to no avail, I am afraid of hurting his eye. What should I do

I am sorry to hear you are worried about Rascal and this tick.
If you put Frontline on him, the tick will die and fall off, within 24 hours.
You can use boric acid to kill attached ticks. If a little gets in the eye, it should not hurt since we use boric acid to flush eyes sometimes.
I use my fingers to remove ticks, by gently squeezing them away from the place they are attached. If I can't get my fingers on a place like an eyelid, I use a surgical instrument called a hemostat. Your veterinarian or maybe a dog groomer can do this for you.
If the tick is really engorged, it is going to let go and fall off on its own soon, when it is "full".
