HI,
I am sorry your 12 year old Pomeranian is having a chronic deep hacking cough. Actually allergies and "kennel cough" a cold like infection are both fairly low on the possibility list. However chronic tracheal and bronchial disease as in collapsing trachea is a very strong possibility as well at 12 years of age, heart failure is up on the list. It is very important to go to your veterinarian for a good thorough exam, including chest and tracheal x rays and a canine blood profile to help find out the problem before it is too late to treat. Now if the cough is really severe and constant you should go to your nearest emergency veterinary clinic today. Good luck on this.
