Spasms, or seizures, or other neurological signs in a young puppy, would be most consistent with one of the following:

Low blood sugar
Liver problems
Distemper Virus
Exposure to toxins or chemicals
Congenital abnormalities within the brain.

It will be necessary to have a physical exam done by a veterinarian, along with some blood tests, to assess what is truly the cause in this situation.
