My dog started coughing up clear and frothy phlegm. Im not sure if it is serous or not.

Does he seem congested when he's not coughing? How often is he coughing?

He doesnt seem congested. He coughs maybe every few minutes and then not for awhile and then starts up again.

It's about 50% sometimes nothing sometimes a little someimes a lot maybe 1/4 a cup if measured.

If he is not open mouth breathing, not congested, and his gums and tongue are pink not blue or white then this is not serious enough for an emergency visit tonight but that is a lot of phlegm you are describing, there are viruses that dogs can get that can move to pneumonia within hours! I would definitely take him to the vet in the morning for treatment but right now I don't think what you are describing is an emergency. Keep him as quiet and low key as you can.
