How often do you bathe her? What do you use?
You can give an antihistamine.
Benadryl at a dose of 1 mg per pound every 12 hours. So if she weighs 10 pounds, she would get 10 mg of benadryl twice a day.
She can take other antihistamines as well if benadryl does not work.
You can use over the counter hydrocortisone spray, or cream, on the affected areas every 3-4 hours.
I use resicort leave in hydrocortisone conditioner.
Adding fish oil, for omega 3 fatty acids, to their diet can help with itching.
You can also try witch hazel and aloe vera gel.

she is 41/2 ibs and I have tried benadryle and she will not take it no how.
She would get 100 to 200 mg of fish oil a day. You can get it at walmart, the drug store, or the health food store. It comes in liquid or capsules that you can pop open with a pin and dribble on the food.
Try giving her 1/4 of a zyrtec tablet once a day. It will be a tiny pill. It does not taste like anything. Put it in cheese or peanut butter. Whatever is her favorite.
