Is she on a monthly heartworm preventative? If so, which one? When was it last given?
cough has been a while a few months not bad at first , but more often now heartguard and last month

In order to determine which one it is...some tests would need to be run.
There really aren't any OTC medications for any of these problems that can be used in dogs safely.
I didn't think I could give things like benedryl
Also..without knowing what is causing the coughing, using the wrong medication could have negative consequences.

is getting more fluids into her good or NO
Drinking water is always good. I would not restrict her water intake. But you should not give any supplemental subcutaneous fluids...if that is what you mean....
If she has heart failure, excessive fluids could cause more of a problem.
