Hello,
Ideally, try to collect some in a container for your veterinarian.
They sound too small and too numerous to be ticks. Generally, based on your description I would definitely think of fleas. They may not look like a classic flea, but it is certainly a consideration.

Either way, definitely get Newton into the vet for an evaluation.

I would also immediately apply a "good" topical flea control product. My recommendation, that is also over-the-counter, is Frontline Plus. It will kill fleas and deal with ticks for 30 days.

Shampoos are often ineffective as if there are eggs and larvae in the environment the pet will get reinfected. Got to treat with a product that lasts.

Good Luck

Definitely, thinking of fleas.
Certainly, can't rule out parasites like lice, but fleas are the most common explanation.

I can't say no, and that is why I suggested the product, Frontline Plus, as it is effective at killing ticks as well.
