While I cannot diagnose this over the internet I can tell you the following :

1. In direct answer to your question : Yes, there is no reason you cannot use Neosporin in this type of situation. You could apply it two or three times a day for five or six days, if it does not do any good it will not do any harm.

2. I have to say though that Malaseb is a very good product and if it is not working then I do wonder if Neosporin will do any good. You may find that a course of a broad acting antibiotic may be the best way to go ...
