This sounds like a neurologic problem. Something impacting the nerves responsible for the muscle mass in that location. Unfortunately, cancer is also of concern.

This could also be a auto-immune condition called masticatory myositis.

Definitely, worth getting into the vet for an evaluation. Autoimmune diseases can potentially be managed by giving steroids to suppress the immune system response acting the body.
