My neon will not start i replaced the head gasket water pump

my neon will not start i replaced the head gasket water pump and timing belt but now when i tried to start it it won't turn over the engine turns manually and i have good power to the starter but it is acting like something is stopping the starter from engaging
JA: How many miles are on the timing belt? Have you ever had to change it before?
Customer: no miles on timing belt and yes i have done a few over the years
JA: What year is your Neon?
Customer: 04
JA: Are you fixing your Neon yourself? What have you tried so far?
Customer: i am fixing it myself i have double checked my sensors and checked for power at starter but every time i try to start it it kicks out the circuit breaker for starter
JA: Anything else you want the mechanic to know before I connect you?
Customer: no

you checked for power at both wires on the starter?

put 12vdc from the battery right to the solenoid

did you have it grounded?

made a jumper and grounded it to the battery
