The liftgate latch actuator is the problem. I would start with replacing it. You need to remove the trim for the gate and manually open it from the inside. Once open you will be able to test voltage with the lock button at the connector for the lock actuator. This is the most common issue with the gate not opening.

If it were a fuse or relay, all door locks would not work.
You could manually open the gate, then leave the lock actuator unplugged. You would not be able to lock it but the gate would still function.
There should be a lever that you can move to get it to release.
Can you take a picture and attach it here?
Push down on the lever that the cable goes into. Then try to move the white plastic lever.
There is a brass colored metal tab that you need to push, its just above the white lever in the picture.
This is tough for me without being there physically to help.
