JA: Is the fuel filter an external one, or is it inside the tank?
Customer: Inside
JA: What is the model/year of your Dodge?
Customer: 95
JA: Are you fixing your 9-5 yourself? What have you tried so far?
Customer: 95 Dodge Neon 2.0 liter single overhead cam
JA: Anything else you want the mechanic to know before I connect you?
Customer: I am fixing it by myself I change the fuel filter and the fuel pump fuel relay

Hello and welcome to JustAnswer!

There are quite a few things that will cause a no start condition. You coudl be missing fuel due to a loss of power or ground to the pump, you may be missing spark due to a cam or crank sensor issue, improper cam timing, the coil, you could have an exhaust restriction or fuel contamination.
