JA: Have you checked the fuses? Have you checked the bulbs?
Customer: yes and will flash when flash leved pulled
JA: Are you fixing your Grand Caravan yourself? What have you tried so far?
Customer: new light sw, new turn/wiper sw and new ignition sw

Do you own a volt meter so we can diagnose this?

Here is you wire diagram

At the BCM it should be sending out ground on the pink wire. If it is not then confirm with the headlights in the on position that the BCM is getting ground on the light green/white and light green/orange wires. If you get those results then your BCM is bad.
