99 Dodge Caravan, Van won't turn over. Starter replaced,

99 Dodge Caravan, Van won't turn over. Starter replaced, ignition switch replaced, Starter relay replaced, ASD relay replaced and still not turning over. Not a battery problem.
JA: Can you turn the steering wheel at all? And what about the key? Is it worn or damaged?
Customer: Tried different keys, no luck, Steering wheel turns easily when the key is "on".
JA: Are you fixing your Caravan yourself? What have you tried so far?
Customer: Replaced the starter, ignition switch, starter relay and the ASD relay.
JA: Anything else you want the mechanic to know before I connect you?
Customer: Trying to find a solution.

Hello and welcome to just answer. Will it crank over if you remove the starter relay and then jump the relay cavities # 30 to #87? (look on the bottom of the relay to see the numbers).

Ok, if you jump 12 volts to the starter solenoid small terminal will it crank?

Ok, do that and before you jump the terminal, turn the key on and see if it will actually start and run.

Ok, hmmm, that makes me think that the PCM (engine computer) is not working or is not being powered up. The PCM is responsible for grounding the starter relay and if the PCM is "dead" then there will be a no crank issue. Double check the fuses first.

No I don't have access to the scan tool.

Ok, well just to confirm that it is indeed a PCM, see if you can rent/borrow one from your auto parts store. Then connect it to the van. If you get a link or communication error from the scan tool, then that will confirm that it is indeed the PCM and it will need to be replaced.
