There are quite a few things that could be causing your issue. the problem could be the starter itself, cables or connections, the ignition switch, wiring, the engine controller may not be awake, or the problem could be related to the SKIM system.

Did the engine start and die three times and then lock the starter out?

Did the problem start after any work was done, an accident, etc?
