My 1990 3.0 caravan goes to full throttle after starting.Throttle cables and TPS ok. Any suggestions?

With ignition off there is no voltage on any pin. With ignition on there is a negative deflection on the meter on pins A&B . Resistance check on all pins shows pin C as ground.

If the TPS is not getting a reference voltage going to it with the key on, then this means the computer is not awake. All powers and all grounds need to be checked going into the computer with the key on. This includes all powers from all fuses, fusible links and even from the ignition switch. If all checks out ok, then the PCM is bad and will need to be replaced.
