Intrepid: I have a 97 dodge intrepid 3.5L. keeps blowing radiator

I have a 97 dodge intrepid 3.5L. keeps blowing radiator fan fuse. the fault says either a bad egr circuit, a bad evap circuit or a bad radiator circuit. Tried disconnecting evap plug still blows, disconnected both fan relays still blows, Disconnected egr connector doesn't blow. Originally had a fault code for a bad egr. Replaced egr and solenoid with a new one. Engine check light went out. Month later Engine Check light is back on. What is going on here?
