our 1999 dodge ram has no power, especially going up hill. What is causing this?

Many things could cause this. Have you done any diagnostics at all yet? Is the check engine light on? If so have you checked the codes? Can you better describe your problem? "No power" is a pretty vague description.

check engine light is on. We have done nothing. Acts like the fuel filters need to be changed, but come to find out they don't have any. You step on gas and it barely accelerates. Going up hill, it looses power and starts to bog.

No problem. If you can give me those I can either give you an idea of what it is or let you know what needs tested. To come to an accurate diagnoses testing is required. I could take guesses at it but I dont think that is why you came here.
