1991 dodge ram with 5.9 cummins,,preheat quie working,,no light on dash,power to both solenoids at main wires. should there be power to small wires on solenoids,,no power at heater box on air intake

Hello and welcome to JustAnswer!

Two wires at the heater relays should have power, the other two small wires are supplied ground by the ECM when it commands the relays on. If you're missing power on the two small wires then you have a wiring issue, most likely a burnt fusible link.

You've checked all four small wires and none have power?
