I have a 99 Dodge Durango and the factory alarm system on my truck its not letting you start the truck. The security light keep blinking and not letting me take the truck up what do I do

i just got the the other key that supposed to have the code in it

And it does the same thing with either key?

both keys should have a chip in them (unless you have a "cloned" key from the hardware store that is just a copy of your coded key, with a clone copy in it's chip.

If you can't start it with either key, you have to have the keys adapted to the system again, and/or have them figure out why they dropped out in the first place.

The new key that I have I actually went to a Dodge dealership and got the original key that supposed to be already coded for the vehicle

The key isn't coded to the vehicle, the vehicle is coded to accept the chip that is in the key. So if you can't start it, you will need to tow it in to have the keys adapted to the vehicle.
