Have a 2006 grand Caravan with 104k miles no accidents in mint shape.
Had a p406 code, replaced EGR valve, gat about 5000 miles out of it then got a p404. Reset the mil and code came right back. Exchanged the new valve for a replacement same manufacturer. 3k miles and 40 hours later, p404 code again? Good 5volt reference voltage.... Is there any other way I can test this situation without a bidirectional scan tool?

There is nothing further to test without a bidirectional scan tool.

If one lasted 5k and one 3k its just poorly manufactured (or remanufactured) parts. I assume you are getting aftermarkets from a chain auto parts store and the quality just isnt there. You may be better off returning it and getting a used one.
