Hi I'm working on a 2003 dodge stratus 2.7L I have the primary chain off. I'm now trying to line the left cam dots at a 12 o clock position. Can the cams be turned one full turn now since the crank won't be moving?

Yes. It shouldn't interfere (hit anything) if you rotate the cams, as long as the crank is at cylinder 1 tdc.

Have you done one of these chains before? I can offer a small word of advice if you are interested.

I did a chain on one of these cars once and had to take it apart and put it back together 5 times.
