do you mean the diagnostic connector under the dash that the OBD connector hooks to?

IF that is what you are referring to it is FUSE 11 in the underhood fuse box which feeds the diagnostic connector, underhood lamp and radio plus a number of other devices IF any of these are working then the fuse is good and there is another issue with the plug like maybe a loose pin which is quite common on the diagnostic connector
