Hello and welcome to JustAnswer!
You may have a handful of things going on. It may be an issue with the replacement motor, it could be a wiring issue or the TIPM (module/fuse box under the hood). Often a failing motor will damage the TIPM.
A poor ground will cause the motor to run slowly. Has the ground been load tested?
Have you checked for power on the high speed circuit at the motor with the switch on high?
