You could have quite a few things going on. It's possible that you could have a vacuum pump issue but it's more likely that the engine controller is seeing an issue that will prevent proper cruise operation and it's being disabled.
There are many things that will prohibit cruise. It could be a vehicle speed signal related problem, an issue with the accelerator pedal position sensor, the cruise switches or circuit, an issue with the MAP, cam or crank sensor signals, or a trans related problem can prevent cruise from working.
The next step will be to see if any fault codes are setting in the ECM. If cruise is being purposely inhibited then there should be a fault code set that will need to be used as a starting point for diagnosis.
