Hello and welcome to JustAnswer!
If you're unable to unlock it manually then thats the root cause of the issue. If you can't unlock then obviously you won't be able to open it manually, but it also won't electrically open.
The problem could be the latch but it's almost surely the lock actuator, which is the solenoid on the latch that controls power lock functions. It isn't uncommon for them to start dragging as they age and eventually it can progress to not unlocking at all.
If you're unable to force it to unlock then the door panel and carrier plate will need to be removed to access the latch, break the lock actuator and open the door. Then the latch can be removed and the actuator replaced.
