97 ram with cummins, fuel filter has 9/16 nut on top which drops the bottom of the filter housing, not enough room to remove either element or canister housing, do I have to remove the whole assy from engine to remove filter element? This requires two banjo fittings plus other stuff, if so a bad design.

The easiest way to remove the filter is to twist the filter element back and forth as you drop the filter cup. Once the element has come loose and dropped into the cup it will be easier to remove. The only other option would be to relocate the filter.
It's still pretty messy.to drain the housing before you remove the filter you can loosen one or both of the 18mm banjo bolts and drain the fuel into a bucket,then proceed to remove the cup and filter.
Loosening the banjo bolts allows some air into the housing to aid in the draining of the fuel.
You will have to turn the filter cup on its side to remove it.
If the fuel is clean then you will only have to remove the filter and not the whole housing.
Yes it is a questionable design.

Oh yes and dont forget to check the o-ring on the cup.Inspect it to see if it needs replacing.
