I have a P1004 code: describing a short runner valve problem. My research indicates that I should not have any performance issues,l but I cannot pass state inspection. Is this a programming issue or a equipment failure issue? Hard for me to decipher on line.

The most likely cause for P1004 is the short runnder valve actuator, which is located right there on the front of the intake manifold.
It is very easy to replace.
Is that easily repl;acable by a service tech
Yes, it is easy. It is held in with 4 bolts. Takes about 5 minutes to replace

If the actuator is faulty, which it probably is, after the part is replaced, the code can be cleared 3 ways: 1) disconnct battery, 2) clear fault with a scan tool, 3) drive the car normally until the check engine light goes out on it's own

That I do not know.
If you look at the new or old part, it may list a vendor.
Is mopar still the dodge parts company?
Yes. Original (non-aftermarket) parts are MOPAR brand parts.
