I have a 1999 Dodge ram 2500 4X4 diesel truck. I just changed the ball joints on the front passenger side. When I put the axle back in I noticed it was leaking gear oil. I noticed the axle dose not go all the way to the ring and pin gear. It stops at somekind of gear mechism, which is in the midlle of the tube. I need to get to the two seals at the gear mechism. What do I need to do in order to get to the two seals?

If it wasn't leaking oil before you removed the axle......you are just seeing the oil that escaped down the tube because the axle was out.
If it was leaking prior to the axle removal, then the seal should be replaced.
You'll need to remove the axle again and also the 4wd shift motor that is just held in place with 4 bolts in the middle of the tube. There are some special tools we use to replace these seals, so if you don't have them you will need to make do with what you have available to yourself.........or purchase the correct tools.......a little pricey for a one time use though.
Ok, do I need the special tools and where can i get them, what are they called, also after I loosen the bolts what next. Dose the motor slide side to side or what?
Once you remove the bolts for the shift motor it just pulls away from the axle housing.......there is a fork attached to the shift motor housing and this will come with it.
Here is a pic, if that helps.
The tools can be purchased from Miller Tools........or your parts store may rent them?
