the tail light turns on also when I turn on the head lights etc. It is also connected to the side doors and does not turn on when I open those

you will need to remove the tail lamp and check for power and ground at the connector.most likely the socket the bulb fits in is bad.

how do I check the power? I have a tester with several different selections on it (sorry I don't know how to descrbe it) what is the output it should have?

you will need something to check for dc voltage.you will have about 13volts on the power wire.

most likely the socket the bulb fits in is bad.Take the one out of the other side and try it.
