Below is a picture of your brakes. It sounds like what you are referring to is the adjuster cable. On the top it attaches to the anchor pin and on the bottom it attaches to a lever that operates the star wheel.

I am looking for more information. I have no lever spring and ajuster level are shot what do I do ? Can I still change the bralkes my self or do I need to take it to a place to get it do and if so what do you think it apx will cost me to do so?
