voyager: plymouth..wont start on the first crank most..van..fuel gauge

Resolved Question:

i have a 1999 plymouth voyager that cranks but wont start on the first crank most of the started when the van got down to what the fuel gauge said was 1/4 full. but it would start on the second crank.i changed the fuel pump and filter because when i pulled the tank down it was almost empty so i thought the sender was bad .now it is hard crank the first time all the time unless you start it right back up then it starts right up.i changed both the relays in the engine compartment and the fuse panel under the dash.i cant find the pressure check port to check the pressure nor do i have a guage.your help would be wife is irritated because she could start it right up after she put fuel in it but now she thinks i messed it up.
