How do you get the spare tire off a 2004 Dodge Grandcaravan

There should be a XXXXX XXXXXdle located with your Jack, that has a socket end.
Lift Tailgate & apprx. 6 inches forward of the Latch, on the Floor, there should be a piece of carpet flap that lifts up. Insert Socket end of XXXXX XXXXXdle on the Crank Bolt in the Floor & turn counter clockwise to lower the Spare under the Van.

If the Spare does not drop & the cable does:
Wind the cable up & then turn to loosen the cable a couple of turns.
Then you will have to apply force (foot, pry bar, etc.) to loosen spare from the frame.
Road Grime, etc., makes the Spare stick to the frame
